Planning permission
As paving your front garden, however in cases elsewhere around the house there are no restrictions on the area of land that you can cover with hard surfaces at, or near, ground level. Any significant works of embankment or terracing to support a hard surface might need planning permission.

If you live in a listed building, planning permission will be required.

Building regulations
These do not generally apply unless the alterations do not make access to the dwelling any less satisfactory than it was before - i.e. changing levels, introducing steps etc.
